Verdict

Plain, baked bread is not toxic to cats in small amounts, but it provides little nutritional value. The main dangers are raw/unbaked dough (yeast poisoning and bloat) and flavored breads containing raisins, garlic, or nuts — all toxic to cats.

What to do

A small piece of plain bread is generally fine. Keep all raw dough completely away from cats.
